A 1973 graduate of Ontario Veterinary College, Dr. Hayes has been an owner, trainer, driver, breeder, and veterinarian of standardbred horses over a forty-year career. Highlights include his winning the inaugural North America Cup with Legal Notice, and the 1981 Meadowlands Pace with Conquered. He has served on several standardbred industry boards and committees in areas of breeding, ownership, Rules of Racing, horseman purse negotiations, biosecurity and equine research. Dr. Hayes joins the Horse Racing Appeal Panel as a part-time member. Dr. Hayes joined the Horse Racing Appeal Panel as a part-time member in 2016. His experience has been invaluable to the Panel and effective from November 27, 2024, Dr. Hayes has been designated as the Vice-Chair of the adjudicative Panel.
