
Maureen Helt has more than 25 years of legal experience, as counsel, prosecutor and adjudicator. After starting her career in private practice, in 2002 she joined the Law Society of Ontario as Discipline counsel and her focus in administrative law has carried on since then. Most recently she served as a vice-chair and adjudicator at Tribunals Ontario mediating and adjudicating disputes on eight distinct tribunals.
Through her experience at Tribunals Ontario and her previous roles as Ombudsperson at Toronto Metropolitan University, the Ontario Energy Board (as in house counsel) and the Law Society of Ontario, Ms. Helt has vast experience, and a solid understanding of issues related to statutory interpretation, procedural fairness and natural justice. As an Adjudicator, Ms. Helt has conducted hundreds of hearings and has a well-developed skillset in active listening, comprehending large volumes of often complex information, identifying issues, analyzing and determining relevance, and interpreting and applying the relevant rules, legislation and policies. She joins the Horse Race Racing Appeal Panel as a Part – time Member.
